SHD is characterized by having the largest population. 350,000 people live in the district, equivalent to the population of four districts. A district that looks for solutions to problems that are not limited by its population. In the past, SHD was ranked 7th in terms of development in the capital, but now it is ranked 2nd, and the time has been shortened. This is the result of the work of the people who worked in the district. Specifically, in the past four years, SHD has been working on the goal of becoming a development district, and in 2020-2024, it has received the gratitude of the citizens for comprehensively solving 380 construction and infrastructure problems worth 481 billion MNT.

Based on the Human Development, Economy, Green Development, and Local Development policies included in the 2020-2024 Action Program of the Governor of Songinokhairkhan District, we are improving the social security of citizens and successfully implementing large-scale investment projects in the local area. For example, since the beginning of 2024, a total of 147 projects have been completed with the investment of the State budget, 16 with the investment of the Capital budget, 10 with the investment of the Local Development Fund of the Capital, 54 with the investment of the District budget, and 55 with the investment of the District Local Development Fund.

The long-term development of the capital's largest and most populous district has been decided by the Mongolian government to develop 4 cities and 13 districts into an independent economic zone called "AGRO CITY" within the framework of the Regional Development Reform and the "20-Minute City" concept. With the implementation of the "20-minute city" concept, citizens of the city, regardless of where they live, will be able to meet their daily needs within 20 minutes of leaving their homes and will be provided with the opportunity to easily access basic social and government services.

SHD used to receive money from the state for 30 years, but now it has become a district that attracts investments and funds to the capital. In the future, Songinokhairkhan will improve the social security of the citizens of the district and implement policies that think about people.
